By choosing Dubai to host WLIC 2024, IFLA sparked a debate about Dubai's relationship with human rights. In the end it was too much for an emirate that wants to appear modern – and the offer to stand behind the conference was withdrawn.

The warm wind is gusty. The queue of idling cars is long: a silver Mercedes. A gray Audi. A black BMW. All models from 2022. At first glance it looks like a wagon show, but the caravan rolls out from the newly opened Mohammed Bin Rashid Library (MBR).

In August of 2016, the Dutch National Police held the 1st Society LGBTQ Conference for Criminal Justice Professionals. The conference was well attended by members of police organizations, public prosecution services and departments of justice from 26 countries and six continents.
The Toronto Police Service hosted the 2nd Planet LGBTQ Conference for Criminal Justice Professionals in 2019 which built upon the success created by the Dutch.
At the 2019 conference, Victoria Police (Melbourne, Australia) was announced as the host of the 2023, 3rd World LGBTQ Conference for Criminal Justice Professionals. Victoria Police continued to elevate the conference.

The International Conference on Gender Identity and LGBT Rights is preparing to hold a conference in the United Arab Emirates’ Dubai, as OUT Traveler reports. On May 6-7, 2021, the organization will hold lectures, panels, and research reports on LGBTQ life and rights across the globe. The challenge is, the United Arab Emirates is largely homophobic.
LGBTQ rights in the region are lacking, at top. Male gay sex and homosexuality in the territory are illegal; there are no protections against employment discrimination, housing discrimination, or discrimination in general; and conversion therapy is not banned in the nation. While cops don’t travel out of their way to hunt down LGBTQ people, the anti-gay laws have yet to be changed. A man who is arrested for having gay sex could still face up to 14 years in prison.
According to the Human Rights Watch 2020 World Report, the UAE’s Article 356 of the federal penal code criminalizes “indecent assault.” Many of the country’s courts employ this to convict people of having gay sex. The LGBTQ+ Users Exceptional Interest Group (SIG) is responding to the announcement that the WLIC 2024 will be hosted in Dubai, United Arab Emirates. https://www.ifla.org/news/dubai-2024/
The LGBTQ+ Users SIG applauds the decision to schedule the conference in an area where we have not met before. We are indeed convinced that meetings between diverse cultures and different countries strongly enrich professional dialogue at the international level. Everyone must be given the opportunity to show themselves while respecting views and differences.
We are also glad to see in the announcement this reference:
“IFLA is built on a commitment to shared ethics and principles, and promoting equity, diversity, and inclusion across its work. As we begin to layout the programme, we stare forward to working together with our hosts and volunteers to ensure that these values are at its heart”
Still, we are considering questions about how any LGBTQ+ members of IFLA can attend the WLIC 2024.
We do not know how it will be possible for the LGBTQ+ Users SIG members to attend the Congress, because LGBTQ+ persons, will not only not

The primary author of this document is a cisgender gay Arab-American man. He has lived in the UAE with his cisgender gay European-American partner for almost a decade. They both have academic jobs, and love living in the UAE.
